SIR E. GREY has the honour to express his thanks for the Memorandum communicated on the 25th ultimo by the American Ambassador, in which it is stated that the American Minister at Peking considers the present moment to be opportune for advancing the settlement of the Harbin question, in view of the expected arrival of General Horvat at Peking to confer with the Russian Minister.
